Itโ€™s modern poetry; ืชื ืดืš as envisioned by e e cummings. There arenโ€™t sentences, just images. But we can deal with that; itโ€™s an opportunity for more analysis! Another issue is that it talks about ื–ื” ืกื™ื ื™ and ื”ืจ ื‘ืฉืŸ. You could read it as being about ืžืขืžื“ ื”ืจ ืกื™ื ื™, with metaphoric allusions to the Bashan. Or you could read it a about ื”ืจ ื‘ืฉืŸ, with allusions to Sinai, ืงืจื™ืขืช ื™ื ืกื•ืฃ and ืฉื™ืจืช ื“ื‘ื•ืจื”. The Midrash and many commentators take the former approach. We, with Malbim, will take the latter:

One could suggest that โ€œBook IIโ€ [the ื•ื™ื”ื™ ื‘ื ืกืข section] serves as more than just a buffer, for its two psukim (10:35-36) describe the fashion in which Bnei Yisrael should have traveled on their journey to inherit the Land. [Compare with Shmot 23:20-27.] Despite its brevity, Book II represents the ideal manner in which Bnei Yisrael were to travelโ€”i.e., what should have happened.

By intentionally delimiting these two psukim with backwards nuns, the Torah accents the tragedy of Sefer Bamidbar. In this manner, Book Iโ€”Bnei Yisraelโ€™s preparation for their journeyโ€”is followed by two โ€œversionsโ€ of that journey:

Book II: The ideal journey (two psukim)

Book III: The actual journey (the remainder of the sefer)

To accent the tragedy of Book III, the Torah first presents a glimpse of what โ€œcould have beenโ€ in Book IIโ€”the glorious manner in which Bnei Yisrael could have travelled, had they not sinned.

The remainder of the first stanza (through ืคืกื•ืง ื—) is a general introduction of how ื”ืณ acts ื‘ืฆืืชืš ืœืคื ื™ ืขืžืšโ€Ž (ืคืกื•ืง ื—). His enemies melt away and our job is only to rejoice in His victory. ืกึนืœึผื•ึผ ืœึธืจึนื›ึตื‘ ื‘ึผึธืขึฒืจึธื‘ื•ึนืช I would translate as โ€œpave the road for He Who rides in the heavensโ€ืณ our task is to bring ื”ืณ's ืฉื—ื™ื ื” down to earth. So whatever happened here, it was similar to how ื”ืจ ืชื‘ื•ืจ โ€meltedโ€œ and destroyed Siseraโ€™s army. The details of that battle are not spelled out in ืกืคืจ ืฉื•ืคื˜ื™ื, and we donโ€™t know anything about this one, but it resulted in ืžืœื›ื™ ืฆื‘ืื•ืช ื™ื“ื“ื•ืŸ ื™ื“ื“ื•ืŸ, kings were scattered as ื”ืณ speaks. Even the housewife (ื ึฐื•ึทืช as the feminine of ื ื•ื”) will collect the spoils. This is clearly not ืžืขืžื“ ื”ืจ ืกื™ื ื™, but a battle that brings it to mind, with the ืืจืฅ ืจืขืฉื”. We donโ€™t know what happened but David saw in it the hand of ื”ืณ.

The next pasuk, ืื ืชืฉื›ื‘ื•ืŸ ื‘ื™ืŸ ืฉืคืชื™ื; ื›ื ืคื™ ื™ื•ื ื” ื ื—ืคื” ื‘ื›ืกืฃ; ื•ืื‘ืจื•ืชื™ื” ื‘ื™ืจืงืจืง ื—ืจื•ืฅ is probably the the on that most epitomizes โ€œThe coherence of this psalm [is] uncertainโ€.

What does it mean, literally?

When ye lie among the sheepfolds,
the wings of the dove are covered with silver, and her pinions with the shimmer of gold.

ื‘ื–ืจ literally means to scatter, but (1917 JPS translation) โ€œHe hath scattered the peoples that delight in warโ€ doesnโ€™t seem to fit. The Malbim takes ื‘ื–ืจ as a noun โ€œspoils (that are distributed)โ€:
