It should be pointed out that ืืืืื here does not mean that Saul is not to be punished; he will still die ignominiously in battle. His realization is too little, too late. ืขืจ is a rare word that means โenemyโ; poetically it contrasts with the ืจืขื of the next pasuk. ืืณ has gone from ืจืข to ืขืจ.
The pasuk says ืืืขืฉ ืืณ ืื, not ืืืขืฉ ืืณ ืื.โ ืื refers to ืืณ and His plan, in an allusion to Saulโs first big mistake when Samuel told him (ืฉืืืื ื ืื:ืื)โ ืืืืืชื ืื ืชืงืื; ืืงืฉ ืืณ ืื ืืืฉ ืืืืื. Being a king can never be for the sake of power for its own sake; the king has to fulfill ืจืฆืื ืืณ.
The wording here is slightly different from Samuelโs original declaration to Saul (ืฉืืืื ื ืื:ืื )โ ืงืจืข ืืณ ืืช ืืืืืืช ืืฉืจืื ืืขืืื ืืืื; ืื ืชื ื ืืจืขื ืืืื ืืื. The ืืฉืืฆืืช ืืื explains that from Samuelโs point of view now, Saul is already dead. He is no longer king. As an individual, as we have said before, Saul was a ืฆืืืง. He failed in his role as king. However, now, Samuel would no longer say that David was ืืื ืืื.

I think ink this serves to make the point that the ืืขืืช ืืื is not being portrayed as a โbad guyโ in this story. She is still a ืืขืืช ืืกื, a descendant of ืืืจืื ืืืื ื. It also emphasizes the point that Saul was loved by the people. We tend to look at him through the eyes of the latter half of ืกืคืจ ืฉืืืื ืืณ, as the paranoid enemy of David.
