שופטים יג:א

Then שמשון leads his one-man guerrilla war against the פלשתים for twenty years (in שופטים יג-טז) and בני ישראל rebel against them under עלי at the end of his 40-year judgeship (in שמואל א ד). That ends very badly; the aron is taken and the mishkan in Shilo is destroyed.

They finally achieve independence in the first years of Samuel’s leadership:

י ויהי שמואל מעלה העולה ופלשתים נגשו למלחמה בישראל; וירעם ה׳ בקול גדול ביום ההוא על פלשתים ויהמם וינגפו לפני ישראל׃ יא ויצאו אנשי ישראל מן המצפה וירדפו את פלשתים; ויכום עד מתחת לבית כר׃ יב ויקח שמואל אבן אחת וישם בין המצפה ובין השן ויקרא את שמה אבן העזר; ויאמר עד הנה עזרנו ה׳׃ יג ויכנעו הפלשתים ולא יספו עוד לבוא בגבול ישראל; ותהי יד ה׳ בפלשתים כל ימי שמואל׃ יד ותשבנה הערים אשר לקחו פלשתים מאת ישראל לישראל מעקרון ועד גת ואת גבולן הציל ישראל מיד פלשתים; ויהי שלום בין ישראל ובין האמרי׃

But the wars continue under Saul:

ותהי המלחמה חזקה על פלשתים כל ימי שאול; וראה שאול כל איש גבור וכל בן חיל ויאספהו אליו׃

It is only under David that the פלשתים are defeated definitively and cease to be an existential threat to Israel. The nation continues to exist, and throughout מלכים there are occasional battles with them, and the later נביאים mention them:

על היום הבא לשדוד את כל פלשתים להכרית לצר ולצידון כל שריד עזר: כי שדד ה׳ את פלשתים שארית אי כפתור׃

ירמיהו מז:ד

וגם מה אתם לי צר וצידון וכל גלילות פלשת; הגמול אתם משלמים עלי ואם גמלים אתם עלי קל מהרה אשיב גמלכם בראשכם׃

The Mysterious עוים

So we know that the פלשתים came out of אי כפתר some time before משה spoke to בני ישראל and displaced the עוים, who lived עד עזה. But who were they, and when did this displacement happen? To make the mystery deeper, we do not know anything about these עוים in עזה. The only other time “עד עזה” is mentioned in the Torah is as part of ארץ כנען:

טו וכנען ילד את צידן בכרו ואת חת׃ טז ואת היבוסי ואת האמרי ואת הגרגשי׃ יז ואת החוי ואת הערקי ואת הסיני׃ יח ואת הארודי ואת הצמרי ואת החמתי; ואחר נפצו משפחות הכנעני׃ יט ויהי גבול הכנעני מצידן באכה גררה עד עזה באכה סדמה ועמרה ואדמה וצבים עד לשע׃

רמב״ן puts the pieces together:

…ועל דעתי העוים הם החוים, כי המנהג בכתוב שיחליפו השמות כאשר אמרנו בהיותם על ענין אחד, והנחש יעות עצמו בדרך. ובבראשית רבה (כו:ז) אמר ר׳ אלעזר ברבי שמעון…בגלילא צוחין ל״חויא", ”עויא.“

He then goes on to list many examples of words in which, in different dialects, the letters “ח” and “ע” are interchanged.

…והנראה בעיני, כי הפלשתים והכפתרים יחשבו עם אחד, וכן אמר הכתוב (ירמיה מז:ד) “כי שודד ה׳ את פלשתים שארית אי כפתר,” וזה טאם “כפתרים היוצים מכפתר,” כי יצאו מכפתר עם מעט לגור באשר ימצאו והשמידו את העוים היושבים עד עזה שהם מזרע כנען, וישבו תחתם בעזה ואשקלון ואשדוד וגת ועקרון והכל מגבולות כנען, וחלקו אותה לחמשה סרניהם, ושם הגלילות ההם “פלשת” ונקראו גם הם “פלשתים,” ונשאר לעוים יתר ארצם כאשר הזכיר יהושע.וזהו שאמר “פלשתים שארית אי כפתר” כי פלשתים הם, וזה טאם ”אשר יצאו משם פלשתים ואת כפתרים,“ כמו שפרשתי שם.

The midrash also refers to this in David’s own life, when he went to war with the פלשתים. They argued that the Jews had to observe the peace treaty that had been sworn to between Abraham and Avimelech:

באו ליכנס בארץ פלשתים. אמרו להם: אין אתם זרעו של אברהם, ואין אתם מקיימין מצות הברית שכרת אברהם את אבימלך? אמרו להם הן, מקיימין אנו. אבל אין אתם פלשתים, והפלשתים הלכו להן. וכן הוא אומר: והעוים הישבים בחצרים עד עזה כפתרים…כפתרים באותה שבועה? מיד נכנסו לארץ וירשוה.

The Sea Peoples

About the year 1200 BCE, the world ended. Based on the archaeological evidence, at the end of the thirteenth century BCE the Hittite empire collapsed, almost all the cities along the eastern Mediterranean coast were burnt, the Egyptian New Kingdom (the largest extent of ancient Egyptian power) collapsed, and most Mycenean (on Crete) and Greek cities were destroyed. Archaeologists call this the “Late Bronze Age Collapse.” There are lots of hypotheses as to the causes (my personal guess: a 7-year famine in the time of Yosef!), but one well-described result was the invasion of the southern Canaanite coast (which had been controlled by Egypt) by a group known in Egyptian texts as “the Sea People”, one group of which were the Parusata. The pottery in Gaza changed abruptly about then from styles similar to other Canaanite sites to styles similar to the Mycenean cities, in Crete. Thus, many identify the אי כפתר of Tanach with Crete, and the פלשתים with the Sea People who settled in southern Canaan.

The Philistines never formed a real centralized “nation;” they were organized into city-states that when necessary allied together, just as in Greece. Each city was governed by a סרנא, which may be related to the Greek word that comes to English as “tyrant.”

But what about the association in the later נביאים with צור and צידון? Those cities were always culturally Canaanite, but strikingly were the only cities on the coast that were not destroyed by the Sea Peoples. The citizens of those cities (called “Phoenician” after the Greek word for “purple,” since they were the source of royal purple) took advantage of the destruction of the Bronze Age Collapse and formed a trading empire that spanned the Mediterranean. It makes sense that while they were not literally Philistines, they were allied to them and were identified with them in the eyes of Tanach.

This helps explain something that bothered me: how could five individual cities hold all of ארץ ישראל? The answer is what Rabbi Shulman calls an “optical illusion.” The five cities are only the tip of the iceberg; from the point of view of a maritime nation, their empire was the Mediterranean and all its islands and coasts. The Mediterranean was a Phoenician lake at this time and they could draw on all its resources.

And they were not uncultured barbarians. They developed very sophisticated ocean-going ships, iron-based technology (they pretty much invented the Iron Age), spread the alphabet across the world, and helped set the stage for the Mediterranean to become the center of the world rather than central Asia.

גלות פלשת

This all leaves me with a bit of a mystery. In looking at Jewish history, we rarely mention the century-plus of פלשתי rule. They dominated ארץ ישראל for longer than the Persians and almost as long as the Greeks. They destroyed the “Zero-th Beit Hamikdash,” the Mishkan at Shilo, which was a real building that had stood for 369 years. They represented a mindset that was antithetical to everything the Torah stood for and instilled in the Jews an attitude of servitude that took decades to overcome. Yet we hardly hear about it the way we do the other גליות of our people.

I really don’t have an answer. But the questions preys on my mind.
