In this week's double parasha, there are two instances of gathering all the people together, first in the narrative: {:he} ><b>ט</b> אתם נצבים היום כלכם לפני ה׳ אלקיכם; ראשיכם שבטיכם זקניכם ושטריכם כל איש ישראל׃ <b>י</b> טפכם נשיכם וגרך אשר בקרב מחניך; מחטב עציך עד שאב מימיך׃ --דברים פרק כט And then as a mitzvah: {:he} ><b>י</b> ויצו משה אותם לאמר; מקץ שבע שנים במעד שנת השמטה בחג הסכות׃ <b>יא</b> בבוא כל ישראל לראות את פני ה׳ אלקיך במקום אשר יבחר; תקרא את התורה הזאת נגד כל ישראל באזניהם׃ <b>יב</b> הקהל את העם האנשים והנשים והטף וגרך אשר בשעריך למען ישמעו ולמען ילמדו ויראו את ה׳ אלקיכם ושמרו לעשות את כל דברי התורה הזאת׃ --דברים פרק לא I specifically want to look at the merism of האנשים והנשים והטף. ><i>Merism</i> (from the Greek, "divided") is a rhetorical term for a pair of contrasting words or phrases (such as near and far, body and soul, life and death) used to express totality or completeness. What are טף? From the context elsewhere (and as we know from the late lamented Ringling Brothers circus, "Ladies and gentlemen, children of all ages!") it means "children", as a collective noun: {:he} >ואת כל חילם ואת כל טפם ואת נשיהם שבו ויבזו; ואת כל אשר בבית׃ --בראשית לד:כט {:he} >ויכלכל יוסף את אביו ואת אחיו ואת כל בית אביו לחם לפי הטף׃ --בראשית מז:יב But there are many places where טף and בנים are both used: {:he} >ויעלו מעל משכן קרח דתן ואבירם מסביב; ודתן ואבירם יצאו נצבים פתח אהליהם ונשיהם ובניהם וטפם׃ --במדבר טז:כז So Ibn Ezra explains that טף are minor children: {:he} ><em>ובניהם</em>: הגדולים. > <em>וטפם</em>: קטנים וקטנות. --אבן עזרא, שם But that's a little odd in the request of בני גד וראובן for the land east of the Jordan: {:he} ><b>טז</b> ויגשו אליו ויאמרו גדרת צאן נבנה למקננו פה וערים לטפנו׃ <b>יז</b> ואנחנו נחלץ חשים לפני בני ישראל עד אשר אם הביאנם אל מקומם; וישב טפנו בערי המבצר מפני ישבי הארץ׃ --במדבר פרק לב Are they leaving their little children to fend for themselves while the adults go to fight? <hr/> There's only one other use of the root טף in תנ״ך (the word טיפה, "drop" is Mishnaic Hebrew, from the Biblical נטף, and is unrelated. Probably). {:he} >וַיֹּאמֶר ה׳ יַעַן כִּי גָבְהוּ בְּנוֹת צִיּוֹן וַתֵּלַכְנָה נטוות (נְטוּיוֹת) גָּרוֹן וּמְשַׂקְּרוֹת עֵינָיִם; הָלוֹךְ וְטָפֹף תֵּלַכְנָה וּבְרַגְלֵיהֶם תְּעַכַּסְנָה׃ --ישעיהו ג:טז So טָפֹף describes a way of walking. It is usually translated here as "with mincing steps", which would connect to the "children" meaning as a sense of "toddle", walk unsteadily. The [/Etymological Dictionary of Biblical Hebrew/](https://www.amazon.com/Etymological-Dictionary-Biblical-Hebrew-Commentaries/dp/1583304312), based on Hirsch's Torah commentary, connects it to טטפות: >טוף in Chaldean means "to regard", to consider, and the name by which טוטפת are called, תפילין, from פלל, "to judge", would designate the purpose of the tephilin to be: accord ourselves correct self-judgment. --Hirsch Chumash, Deuteronomy VI:8 So טטפות means to "mentally toddle", to look at both sides, consider deeply. טף means toddlers. But that doesn't help our question of בני גד וראובן, and Rav Yaakov Kamenetsky notes something about our parasha. In the two sources above, the order is changed: first, טפכם נשיכם and then הנשים והטף. Rashi addresses the order at the beginning of the parasha: {:he} ><em>זקניכם ושטריכם</em>: הֶחָשׁוּב חָשׁוּב קוֹדֵם, וְאַחַר כָּךְ כל איש ישראל. --רש״י, דברים כט:ט But then the order of the text is כל איש ישראל טפכם נשיכם. Allowing the androcentrism of the Torah that puts איש ישראל before נשיכם, Rav Kamenetsky asks, why put טפכם before נשיכם? Maybe we are misinterpreting טף. {:he} >ויסעו בני ישראל מרעמסס סכתה; כשש מאות אלף רגלי הגברים לבד מטף׃ --שמות יב:לז {:he} ><em>הגברים</em>: מִבֶּן עֶשְׂרִים שָׁנָה וָמַעְלָה. --רש״י, שם {:he} >וטפכם אשר אמרתם לבז יהיה; והביאתי אתם וידעו את הארץ אשר מאסתם בה׃ --במדבר יד:לא This implies that טף are those under twenty, not just toddlers. {:he} >אפשר דהכא נמי הקדים טף לנשים מפני שהם כבר בני י״ג ומעלה ומחוייבים במצוות, וכינה אותם בשם טף מפני שהם טפלים לצבור. --אמת ליעקב, נצבים כט:ט And this matters for halacha (and is relevant to today) in defining an "epidemic". The Rambam says a disease with a death rate of 0.2% per day is a דֶּבֶר, but that is only out of the population of adult men (women, children and the elderly naturally have much higher death rates). {:he} >אֵי זוֹ הִיא דֶּבֶר? עִיר שֶׁיֵּשׁ בָּהּ חֲמֵשׁ מֵאוֹת רַגְלִי וְיָצְאוּ מִמֶּנָּה שְׁלֹשָׁה מֵתִים בִּשְׁלֹשָׁה יָמִים זֶה אַחַר זֶה הֲרֵי זֶה דֶּבֶר...וְאֵין הַנָּשִׁים וְהַקְּטַנִּים וְהַזְּקֵנִים שֶׁשָּׁבְתוּ מִמְּלָאכָה בִּכְלַל מִנְיַן אַנְשֵׁי הַמְּדִינָה לְעִנְיָן זֶה. --משנה תורה, הלכות תעניות ב:ה The Rambam, based on the mishna, uses the term רַגְלִי for men, like the pasuk in שמות above: כשש מאות אלף רגלי. So the halacha is that under 20 is counted as "קְטַנִּים": {:he} >ועיין במגן אברהם אורח חיים [תקעו:י ]...אפשר שמיירי שהן בני י״ג ואפ״ה קרי להו קטנים כל שלא הגיעו לדבורת אנשים. --אמת ליעקב, נצבים כט:ט Teenagers, 13 to 19, are still in some ways קְטַנִּים. The halacha recognizes the concept of adolescence: {:he} >בת מאה כבת עשרים לחטא, מה בת עשרים לא חטאה, שהרי אינה בת עונשין... --רש״י, בראשית כג:א {:he} >שב״ד של מעלה אין קונסין אלא מבן עשרים שנה ומעלה... --מדרש תנחומא (ורשא) פרשת קרח סימן ג And this idea comes from חטא המרגלים: <blockquote lang=he><p>במדבר הזה יפלו פגריכם וכל פקדיכם לכל מספרכם מבן עשרים שנה ומעלה; אשר הלינתם עלי׃</p> <footer class=source>במדבר יד:כט</footer></blockquote> And the emphasis is on כל פקדיכם לכל מספרכם: <blockquote lang=he><p><em>וכל פקדיכם לכל מספרכם</em>: כל הנמנה לכל מספר, שאתם נמנין בו, כגון לצאת ולבא לצבא ולתת שקלים, כל המנויים לכל אותן מספרות ימותו, ואלו הן מבן כ׳ שנה וגו׳.</p> <footer class=source>רש״י, שם </footer></blockquote> Only those over 20 were counted in the census: <blockquote lang=he><p><b>ב</b> שאו את ראש כל עדת בני ישראל למשפחתם לבית אבתם במספר שמות כל זכר לגלגלתם׃ <b>ג</b> <em>מבן עשרים שנה ומעלה</em> כל יצא צבא בישראל תפקדו אתם לצבאתם אתה ואהרן׃</p> <footer class=source>במדבר פרק א</footer></blockquote> <blockquote lang=he><p><em>כל יוצא צבא בישראל</em>:...יתכן שיהיה פירוש ”כל יוצא צבא“, כל היוצאים להקהל בעדה, כי הנערים לא יקהלו בתוך העם. כי כל אסיפת עם תקרא ”צבא“, וכן (במדבר ח:כד) לִצְבֹא צָבָא בַּעֲבֹדַת אֹהֶל מוֹעֵד,(במדבר ח:כה) יָשׁוּב מִצְּבָא הָעֲבֹדָה. </p> <footer class=source>רמב״ן, במדבר א:ב </footer></blockquote> <hr/> There is this middle period, a transition from childhood to full adulthood. A person becomes מחויב במצוות at puberty (estimated at 12 or 13, ואכמ״ל) but isn't really held responsible for them until they become an adult: <blockquote lang=he><p>הוא היה אומר, בן חמש שנים למקרא, בן עשר למשנה, בן שלש עשרה למצות, בן חמש עשרה לתלמוד, בן שמונה עשרה לחופה, <em>בן עשרים לרדוף</em>, בן שלשים לכח, בן ארבעים לבינה, בן חמשים לעצה, בן ששים לזקנה, בן שבעים לשיבה, בן שמונים לגבורה, בן תשעים לשוח, בן מאה כאילו מת ועבר ובטל מן העולם.</p> <footer class=source>משנה אבות ה:כא</footer></blockquote> <blockquote lang=he><p><em>בן עשרים לרדוף</em>: אחר מזונותיו. לאחר שלמד מקרא משנה וגמרא ונשא אשה והוליד בנים, צריך הוא לחזור ולבקש אחר מזונות. פירוש אחר, בן עשרים לרדוף אותו מן השמים ולהענישו על מעשיו, שאין ב״ד של מעלה מענישין פחות מבן עשרים</p> <footer class=source>פירוש רבי עובדיה מברטנורא,שם</footer></blockquote> The two concepts are linked: לחזור ולבקש אחר מזונות, earning a living, and ב״ד של מעלה מענישין, suffering the consequences of one's decisions. Until then, the adolescent is still part of their family, and is judged as a subject of the family, not a full-fledged member of the community. So when the Torah says הגברים לבד מטף,‎ טף means adolescents, not toddlers. Rav Kamenetsky proposes that both are true, depending on context: {:he} >וצריך לעיין אם אפשר לומר דכל מקום שהקדימו הנשים לטף--כמו בהקהל--אזי הם קטנים, אבל יש לעיין בכל ספרי התנ״ך אם יש סתירות לכלל זה. --אמת ליעקב, נצבים כט:ט And, on the other hand, if טף comes before נשים, then it means adolescents. {:he} >וְכֹל יְהוּדָה עֹמְדִים לִפְנֵי ה׳; גַּם טַפָּם נְשֵׁיהֶם וּבְנֵיהֶם׃ --דברי הימים ב כ:יג And we see this distinction in חטא המרגלים: those who are teenagers now, will lead the entrance into the land in 40 years, and the little children (אשר לא ידעו היום טוב ורע) will also enter: {:he} >וטפכם אשר אמרתם לבז יהיה ובניכם אשר לא ידעו היום טוב ורע המה יבואו שמה; ולהם אתננה והם יירשוה׃ --במדבר יד:לא (Note that this is the opposite of Ibn Ezra's comment on במדבר טז:כז, mentioned above). And this is not a contradiction. Both 2-year-olds and teenagers are "toddlers" in this sense, taking their first steps toward independence. I tell parents that all the skills they are learning in dealing with the "terrible twos" will be needed again when their children turn 11. They feel the need to be independent but can't be. And so the Torah calls both טף, those who walk unsteadily trying to find their own balance. There's a message here for ראש השנה. This is how we look at our relationship with הקב״ה. We feel the need for independence, and ה׳ *wants* us to be independent, but we remain totally dependent. We are all טף in the eyes of הקב״ה.
